Questions and Answers for ITB # 08-001-BIAMP

    Q1) Page 9 of the document calls for Financial Information to be provided with the proposal. As we are a private company, financial information is privileged and confidential information that we typically do not provide with 'public' bid proposals. Our normal position on this is that this information is available for a private viewing. Is this acceptable? If not, how can we meet the requirements while still maintaining confidentiality?

    A1) This item is a weighted requirement for awarding of points toward the award of the bid during the evaluation process. Should this information be missing from proposal, the company will not receive any points for this section.  Any information received by this office is public record.

    Q2) We do not find any drawings with the bid document that indicate the rooms and locations proposed for this equipment within the respective Courthouses. A functional block diagram would also be helpful in understanding the system design. Will drawings be issued?

    A2) Equipment provided under this bid will be installed by Court Administration under assistance of vendor for configuration and setup. Vendor is only responsible for interconnection of supplied equipment not existing items. Vendor is responsible for coordination of product to a working system.  Drawings and/or block diagram should not be required based on items listed in the ITB for delivery.

    Questions 2:

    Q1) Purpose and Scope: Without full engineering documentation and detailed scope of work there are shades of gray of what is expected of the contractor verses what is expected from the Circuit. Can you clarify this in detail? Is this bid to supply equipment only for the three courtrooms and time and material for labor installation and programming?

    A1) This bid is for equipment listed in the bid spec.  It should include costs for programming. 

    Q2) Are support visits expected to have a single annual line item cost in the bid, or to billed appropriately at time of service?

     A2)  Bid should include a cost for on-site support on an annual basis and detail number of visits included in cost. This line item should also include a cost for Telephone support if this is billed at a separate rate.

    Q3) What is meant by "installation assistance" in item 6: Scope of Work?
    a. Is it the intention of the 17th Judicial Court to purchase equipment and install it themselves?

    A3) The 17th Judicial Circuit will install equipment.

    b. Is some integration help needed, but not full integration?

     Ab) Integration assistance may be required as related to question #1

      E.g.: 17th Court will wire, but contractor to program/setup.

        A) Yes

    c. Or does the 17th Judicial Court expect a fully integrated turnkey solution provided by the vendor?

     Ac) No

    Q4) Can we do a site survey prior to the bid submittal date?

     A4) Should not be required to Bid.

    Q5) Clarification of warranty: Will the 17th Circuit will purchase items for Overnight replacement equipment in advanced or does the Circuit want the vender to have this replacement equipment in inventory for 5 years?

     A5) During the period of the manufacturer's warranty, this bid requires the vendor to have replacement parts on hand. After that time vendor will notify courts as to availability to obtain spare parts and at what cost.

    Q6) Considered the next business day, or 24/7 replacement?

     A6) Next Business Day

    Q7) With respect to warranty, please clarify the vendor role in support of the integrated system. For example, should a part fail and a replacement part is available, is it expected that the contractor will install said part or will the Circuit be doing the support? If the vender is it expected to be within the same 24 hour period?

    A7) Vendor is required to live up to any and all manufacturer's warranties as to the equipment provided by vendor.  Installation will be done by 17th Circuit. Replacement parts shall be provided to the 17th Circuit within 1 business day of failure.

    Q8) What is the expected integration installation date?

     A8)  Within 30 days of product delivery

    Q9) Technical Review = should the 17th court make technical changes to software or hardware components, what support is expected from the vendor?

     A9) Vendor is only responsible for equipment being provided.  The 17th may and will make changes to the programming as need to meet the demands of the courts. The 17th may also change interconnecting equipment to the units provided (i.e. microphones, speakers, headsets, etc…) these changes shall not be the responsibility of the vendor.

    Q10) Is there an existing data network that can dedicate bandwidth for digital audio transmission? Or do we need to supply equipment for this and cable infrastructure?

     A10) Yes

    Q11) Are site drawings, preferably in an AutoCAD format available? We would like to see the following information for an appropriate bid:

    a. Electrical systems plans
    b. Details of proposed equipment room(s)
    c. Details of courtroom layout
    d. Data Infrastructure and wiring schematics
    e. Architectural drawing
    f. Basic facility map with distances between buildings
    g. Pictures of locations critical to integration

     A11) NO, Not required.

    Q12) How many interpreters are to be available at any one time for each court room?

     A12) 1

    Q13) Is there a detailed schematic and system description of the existing sound system? (Please describe all inputs, outputs, speaker locations, microphone types and placements, wiring details, phone system details and locations)

     A13) No, Not required.

    Q14) Are any of the proposed integration areas plenum rated?

     A14) Does not impact this proposal.

    Q15) We understand that an existing recording system is in place, what are the details of that system and what exactly do you need to record?

    A15) The vendor will be required to provide 4 channels of mixed microphone with telephone audio plus 1   composite audio channel for the record. 

    Q16) For remote translation, the Tieline Codec product is currently being used, what model number are you using?

     A16) COMMANDER 3

    Q17) What is expected in terms of training for staff and technical operators of the system? Number of hours? Programming?

     A17) 4 hours.
